Job Description:
Under the direction of the Director of Finance, this position is responsible for the structure, design, and operation of our employee benefits, including health, dental, disability and life insurance programs.
In addition to employee benefits, this position oversees County property/casualty and liability insurance policies, and County workers compensation insurance coverage.
Advise County Administration and County Counselor's office on pending litigation matters.
Evaluates County insurance needs and establishes and maintains relationships with insurance providers.
Negotiates coverage terms and premiums, ensuring compliance with applicable regulations governing coverage.
Researches methods for reducing insurance costs, including alternatives to traditional insurance coverage or risk control/reduction strategies.
Drafts and processes RFPs and proposals for insurance service providers.
Collects and verifies loss exposure data needed by underwriters.
Negotiates and administers the property/casualty, workers compensation and health insurance contracts.
Maintains all insurance policies, endorsements and certificates.
Addresses coverage disputes and inquiries from insurance carriers to determine County liability when potential claims arise.
Addresses employees inquiries related to Health and Dental benefits, life insurance, short-term disability, and long-term disability.
Works with departments in the planning and implementation of safety hazard and loss control programs.
Monitors accidents and the reduction/elimination of exposure.
Drafts, edits and maintains loss control policies.
Analyzes loss data and provides reports and recommendations.
Allocates premium and loss activity to various departments.
Coordinates claims management activities with County Counselor's Office and claims administrator.
Recommends to management claim settlement evaluations.
Serves as a liaison regarding insurance information between external and internal parties.
Act as the County representative during settlement and mediation conferences.
Serves as HIPAA officer.
REQUIREMENTS:
Education -Bachelor's degree preferably in Accounting or other business-related field.
Job Experience -10 years of insurance/risk management experience preferred.
-A combination of education and experience that provides equivalent knowledge, skills and ability will be considered.
Knowledge, skills and abilities -Must have extensive knowledge of property/casualty, workers compensation and health insurance policies and claims.
Requires knowledge of Affordable Care Act, Missouri Workers Compensation Act and federal and state regulations relating to HIPAA and COBRA.
-Experience in litigation claims negotiation and settlement.
-Must be aware of industry trends and issues, risk identification, risk assessment and control, financial and legal matters associated with County insurance programs.
Understanding of public entity operations and training techniques desirable.
